Why did the government lie about the homeless?

A few days ago I read in a local newspaper that the mayor was saying how much the county had improved, citing as there were fewer homeless. Apparently, not get out much, not only around downtown, where it seems more always. But also in the area of the beach city. Today while waiting for the bus, I could not believe it was real, if I had not seen it myself. There dozens just crossed the intersection. Some seem completely healthy, and even healthy, while others are in bad shape. This is someone who South Florida say that it is not uncommon in early winter for the homeless to move the field from other states. But we are in September! These people need shelters, and recently_authorities said these had been filled. And if this is any indication, there will be thousands more in the coming months. But the mayor says the opposite.

Personal anecdote has never been a reliable source of data. I will wait to see what the research says.
