What led to jail?

I really have no idea how to find out why this person was in jail. I'm in California, so that's part of my problem. Here is what I know: Peter George Fleenor B. April 11, 1873 in Bluff City, TN d. January 4, 1950 in Stockton, CA married to Kathryn Langley, October 26, 1898 I have not found any evidence of a divorce in 1910, appears in the census in Washington state with his wife Kathryn and their children cards project World War, 1917, lists him in CA, the occupation is a railroad car inspector, family members are Kathryn Census 1920: CA, CO Kern., Twp. 10, page 31b shows with Peter's wife? 2 daughters Amy and Kathryn appears in the 1920 census, still in Washington as head of the house and married Census 1930: CA, CO Monterrey., San Antonio TWP., PCT Gorda., Prison Camp 52-100, page 264b, line 89 shows Peter as an inmate working as a road laborer What Peter was in jail? Help, please!
