Are there places to camp near San Diego that would accommodate a large group?

I am creating a retreat for my fraternity brotherhood and wondered if not the campsites are fairly cheap (free if possible). Another important factor would be the severity of the rangers. Some of the older kids are drinking and since it is a great group that can be high. Thank you!
